Samos Advisors Participates in DOE’s Inaugural IP2M METTR Facilitator Certification Training Program

On May 20- 21, 2024, Samos Advisors had the privilege of attending the inaugural DOE IP2M Maturity and Environment Total Risk Rating (METTR) Facilitator Certification Training Program in Destin, Florida. Barry Levy and Basil Soutos from the Samos Advisors team passed the culminating exam to become DOE IP2M METTR facilitator leaders or co-leaders on a future DOE EVMS Review.

The facilitator training program marked a significant milestone in DOE’s journey towards enhancing the application of Earned Value Management Systems (EVMS) in project management.

Over a period of two years, our team at Samos Advisors collaborated with DOE leadership, faculty from Arizona State University (ASU), and EVMS colleagues from industry and government agencies.  Together, DOE and a diverse group of EVMS Subject Matter Experts (SME) drafted the model’s content and tackled numerous challenges to complete this innovative approach for assessing EVMS maturity and the environment.

Use of EVMS as a Project Management Tool

For more than half a century, EVMS has been a trusted process in both industry and government for assessing a project’s cost and schedule performance information. A mature EVMS enables project teams to plan the work scope, develop an integrated project schedule, budget resources, apply a consistent methodology for assessing project performance, implement effective monitoring and control practices, and forecast the execution of contract/project cost, schedule, and technical performance objectives against the baseline plan.

IP2M METTR Training Objectives

The primary objective of the DOE I2PM METRR Facilitators Training Program is to certify DOE personnel and industry SME’s to use IP2M METTR on large DOE projects that utilize EVMS. ASU led the facilitation certification training course along with DOE PM-30, which focused on understanding the application of IP2M METTR, learning efficient facilitation and problem-solving techniques, and practicing IP2M facilitation skills in a group learning environment.

The IP2M METRR assessment model comprises two primary components: the “Environment” in which EVMS operates and the “Maturity” of the EVMS.

  • The environment is the conditions and factors that enable or limit the ability to manage the project/program using EVMS.
  • The maturity is the degree to which an implemented system is associated, and deliverables serve as the basis for an effective and compliant EVMS.

The training course concluded with a comprehensive exam. Successful candidates who passed the IP2M METR exam are eligible to lead or co-lead an actual IP2M METRR assessment and submit a final report within one year of the training course. Due to high demand, DOE leadership and ASU plan to schedule additional training courses in 2024 and 2025.

Encore Analytics Releases New Versions of Empower

Empower version 4.6.8.123 was released on June 21 and version 4.6.9.124 on June 27. These versions include the first round of enhancements requested by customers at the May Empower Users’ Group Workshop such as:

  • User Analysis and User Interface (UI) Updates
  • Variance Analysis Collection and Reporting
  • IPMDAR CPD and SPD Enhancements
  • Importing and Recalculating Data
  • Server Configuration
  • Minor bug fixes/enhancements and documentation updates.

Integrated Program Management Division Meeting Planned for In-Person and Virtual

The Winter 2022 National Defense Industrial Association (NDIA) Integrated Program Management Division Meeting will be held both in-person and virtually on January 26-27, 2022. Registration is now open.

The event will be at L3Harris Technologies in Palm Bay, Florida. In-person seating is limited.

The Integrated Program Management Division is the primary forum for exchanging views and information to promote and communicate integrated program management best practices. EVMS Self Certification

Samos Advisors Successfully Conducts 3rd Party EVMS Self-Certification for C-HIT

Samos Advisors LLC has completed a successful 3rd Party EVMS (Earned Value Management System) Self-Certification Assessment for C-HIT (Chenega Corporation – Information Technology & Services).

C-HIT is a software development and consulting company that delivers comprehensive solutions for healthcare clients. A key federal client is the Centers for Medicare and Medicaid Services (CMS). The company hired Samos Advisors to be able to serve additional U.S. government agencies and to expand its existing program management capabilities.

Samos Advisors conducted an independent assessment of the existing EVMS practice. C-HIT did not have an EVMS that has been determined by the Cognizant Federal Agency (CFA) to be compliant with the guidelines in Electronic Industries Alliance Standard 748 (EIA-748) as outlined in FAR clause 52.234-4 Earned Value Management System.

Basil Soutos, Samos Advisors’ CEO with over 35+ years of EVM system implementation experience, conducted a comprehensive review of C-HIT’s existing EVMS policies and processes. He also evaluated the implementation practices of two C-HIT contacts with an EVMS reporting requirement.

Samos Advisors used widely accepted NDIA (National Defense Industrial Association) guides and DoD EVMS Self-Certification practices to determine EVMS compliance. The thorough assessment involved C-HIT stakeholders such as corporate leadership, control account managers, financial and project controls staff members, to determine EVMS Self-Certification.

The review included:

  • Determine if existing EVMS policies and processes are compliant with EIA-748 (Standard for EVMS) and/or client EVMS reporting requirements
  • Conduct standardized interviews to evaluate team members’ EVMS implementation practices in accordance with corporate EVMS policies and/or procedures
  • Assess if the corporate culture and project teams embrace the use of EVMS as an integrated project management process for managing scope, schedule, budget and risk
  • Identify EVM system deficiencies and/or management process improvements
  • Review and approve contractor Corrective Action Management Plan (CAMP)
  • Issue 3rd Party EVMS Self-Certification Acceptance Letter upon CAMP completion
